AutoMate Car Security Car Alarm rpn491

I have 2 rpn491 remotes, one works, one doesn't. I've swapped the batteries; the problem didn't move with the batteries. The one that worked before the swap still works; the other one doesn't. The LEDs on both units flicker when the buttons are pushed...
